Call to Order:
A quorum was established and the meeting was called to order at 4:30 PM. Introductions of members and guests with networking following. Membership roster passed to members for any updates or changes.
Approval of June 29, 2010 minutes obtained.
Review of September 20 Board meeting and guest Tim Eixenberger, Region II Director of FONE to Board members. Tim provided an overview of his responsibilities which is being a resource to new chapters; FONE is improving the resources to assist new chapters to get started; a tool kit has been developed by another chapter and is available for others; the new chapter needs to identify their needs and then align to FONE strategic plan. Tim discussed that his mission is to support SWONE in our quest to be aligned with AONE and FONE. This year there have been 3 or 4 new chapters created in FL. Tim reported that the Chapter he belongs (TBONE) encompasses a large area and that they have a large education program once a year that charges $100 per person to attend. The funds raised from this event are used to support chapter scholarships-so far there have been 2 PhD, 2 Masters and 1 BSN supported.
Reminder regarding SWONE election ballots are due by 10/8. Holly Muller, Susan Kimper and Vicki Farsoun volunteered to count the ballots. Results of the election to be announced Nov 5, 2010. Michele Thoman will be the new SWONE president and one responsibility is to provide a chapter report twice a year to FONE.

$245 in the account. Board actively investigating IRS forms and requirements of the chapter..
The Florida Center for Nursing (FCN) Update: Dora Krauss presenting
Dora provided an overview of the history of the FCN, roles and responsibilities to address issues related to nursing shortages in Florida. Review of the “Trifecta” factors that impact the nursing shortage: supply and demand (# nurses in the workforce from license/renewal survey), Demand Data (# of nurses needed employer surveys), and the Education Data (nursing program surveys). Dora reviewed the expected growth rate over the next 2 years 2009-2011 and discussed the most difficult positions to fill being administration, supervisory.
Dora reported that the supply and demand issue is not getting a good of attention now but as the economy recovers a worsening shortage will be experienced. There are a higher number of qualified candidates for nursing schools but not enough instructors, clinical learning sites and decreased campus resources to accommodate so candidates are being turned away.
FCN recommendations to help decrease the shortage is to retain staff through recognition programs, seek funding for education new nurses and provide clinical areas for instruction, and funding FCN is needed now-there is no budget for the FCN. The organization has survived only though creative means.
Dora provided a demo of the FCN web site, brochures and donation information. FONE supports FCN with $5000.
SWONE Strategic Plan: Michele Thoman
The 2010-2014 SWONE Strategic Plan was reviewed and a motion to accept was amended to include the possibility that the plan may require changes once the FONE Strategic Plan was completed and reviewed.
FONE Updates:
Diane Brady Schwartz presented:
1. FONE plays an important role in the QUINN Council (FLN, FCN, FONE) where members of the organizations come together to address state wide issues in nursing.
2. Strategic Plan-group meets every other month to set strategies and tactics- revisions made and should be finalized by fall
3. FONE position on entry level education still in discussion-Florida nurses to have BSN as entry level in 10 years, adapted from Michigan ONE. There are several states that have adopted legislation to move in this direction.
4. House bill 1209 was defeated for the 16th year. Would provide licensure to ARNP’s to prescribe controlled medications. Need to find out who the opponents are and who the backers are to establish an approach to getting this bill passed.
5. FONE Fall Conference scheduled for Nov 18-19th in Fort Lauderdale.
6. FONE elections The following officers will be elected for the 2010-2012 term: President-Elect, Secretary, Treasurer, Director Region II, Director Region IV
7. FL Magnet Research Conference: will be held in 2011 with the support from FONE. Anticipated date of the conference is April 2011 in Tampa. Dr Gorska (USF) retiring; Pat Quigley VA will still be a major contributor to the conference. Details to follow.
8. Open Discussion: ideas to strategize how to recruit ARNPs to work in FL. This movement needs to begin at the local level before sessions begin in Tallahassee. Ideas also to develop a script of what to ask and say to the legislators, use multi-media, organization plan driven at the chapter levels. Hopeful Denise Grimsley will be available for Nov meeting to discuss reasons for the bill to fail and recommendations to move the bill through.
